Preheat the oven to 375℉. Prepare a baking sheet with parchment paper.
Mix together the cornstarch, garlic powder, smoked paprika, salt, and pepper in a gallon-sized resealable plastic bag. Rinse chicken breasts, pat dry, and place in the plastic bag with the cornstarch mixture. Seal the bag and shake to coat the chicken breasts.
Place chicken breasts on the baking sheet and bake in the oven for 25-35 minutes, until cooked through and the internal temperature reaches 165℉. (It may still look powdery from the cornstarch. This is ok!)
While the chicken is baking, make the blue cheese sauce. Mix together the sour cream and blue cheese. Season with salt and pepper to taste. Set aside.
In a large bowl, mix together the buffalo sauce and butter. Cut the chicken into 1-inch pieces and toss in the sauce.
To assemble the wraps, place the chicken on a tortilla and top it with the blue cheese sauce and green onions.
